The Electronic Systems Center (ESC) manages the development and acquisition of electronic command and control (C2) systems. These systems gather and analyze information on potentially hostile forces, enabling commanders to make quick decisions and rapidly pass them on to their forces. In other words, C2 systems help to direct the muscle of America's air-power arsenal to the right target at the right time. ESC doesn't design or manufacture equipment; civilian contractors do that. The Center translates operational users’ needs into a form that can be put on contract, asks for proposals from industry, selects contractors, and monitors the developing contractor’s progress. ESC manages more than 150 programs One of the best known is AWACS, the Airborne Warning and Control System. Originally developed in the 1970's, AWACS' saucer-shaped radar simultaneously tracks up to 300 airborne and ocean-going targets up to 250 miles away. The Joint Surveillance Target Attack Radar System is another premier program. Joint STARS, using a modified Boeing 707 with the canoe-shaped radar mounted under the forward fuselage, provides real-time data on ground targets to Army and Air Force commanders. Other areas of interest for ESC are radios, navigation and air traffic control systems, intelligence systems, electronic physical security systems, weather systems, and management information systems. (See Chapter 3 for a listing of goods and services purchased in support of base operations.)

The organizations listed below (38 EIW, CPSG, MSG, and SSG) report to the ESC Commander but have their own procurement and small business staff:

The Cryptologic Systems Group (CPSG) is responsible for the acquisition and sustainment of Information Assurance, Intelligence, Information Operations, and Force Protection products and services for a wide array of Air Force, Department of Defense, and other key National Agency customers. CPSG procures Information Assurance (IA) products and services for a broad range of applications which includes a wide variety of secure communication applications and hardware for voice, data, IFF, auto, manual, Missile Entry, and Telemetry. Tactical INTEL Products consist of systems, equipment, and support used for the Combat Intelligence System/Automatic Associator (CIS/AA) program and the Global Command and Control System (GCCS) program. The products procured by CPSG are spares, repair services, technical data and other services used in logistical support of deployed CIS/AA and GCCS equipment. Force Protect Products consist of systems, equipment, and support used for protection of nuclear weapons, armed forces personnel, and high value material. The products procured by CPSG are spares, repair and technical data and services used in logistical support of deployed force protect equipment. CPSG also provides life-cycle logistics support for systems and equipment in support of the SIGINT mission. The CPSG acts as the single source for supply and depot repair for Consolidated Cryptologic Program (CCP) funded systems and as such procures contractor repair services for depot items. Other products procured by the CPSG include: Cryptographic equipment, chip sets, and key material applied to the protection of space (satellite and corresponding ground links) C2 systems. In addition, the CPSG also acquires specialized systems and applications supporting advanced Air Force information operations programs. These systems include the Information Operations Planning System (IOPS), an integrated set of analysis, planning, coordination, and communication tools to allow information operations capabilities to be included in campaign and mission planning for Air Force and joint combat operations.
